This paper deals with the problem of comparison of energy plant construction alternatives from the economic, social, technological and political point of view. In the special cases of the exploitation of Philippi peat field and of Milos geothermal potential, candidate solution could not simultaneously satisfy all points of view. In addition, several conflicting strategies and important uncertainties concerning key factors were involved. Multicriteria ranking is performed with the ELECTRE-III technique and a minimax risk management rule is applied using the ELECTRE -II technique. Computer runs are made under various systems of weighting coefficient sets, each one simulating a different strategy. This is considered as an analogy to the trade off analysis and permits the determination of good compromise solutions.
