Economic Evaluation of Community Options to limit CO2 Emissions at the Horizon 2005-2010, for European Commission, DG XI
The principal aim of this study has been to provide economic input for the elaboration of a Community climate change strategy, and to a lesser extent of the new Community strategy to combat acidification.
The results of the current study contributed to the above issue by evaluating a set of policy instruments referred to in the Environment Council Conclusions of 3 March 1996 as significant contributors to achieving CO2 reduction objectives, and by exploring the feasibility of EU CO2 reduction objectives at the global as well as power sector levels.
Policy instruments that were evaluated included minimum excise taxes, the removal of coal subsidies, and transport instruments to improve the energy efficiency of cars. The feasibility analysis of CO2 reduction objectives took the form of an energy scenario analysis that was used in particular to evaluate the secondary benefits of CO2 reduction objectives in terms of reduced costs to meet acidification goals.
