Integrating Hungary and Romania into the European economy - Policy analysis using input-output and general equilibrium analysis, CEC-Phare Programme

The two years project had 6 aims:

  • Formulate and develop a multi-sectoral, multi-time period, multi-household, CGE model of Hungary oriented towards the analysis of policy issues connected to Hungary's integration in the European economy. This entails data collection and preparation, the further development of model-building methodology, and the implementation of the resulting model for the most recent possible year (1991, if at all possible, with some extensions to later years). Implementation will take place in HUMUS, as well in GAMS/SOLVER, the software developed by our laboratory with connection with other work for the EU. The final version of the model should be suitable for incorporation in a wider system of country models used for policy analysis.
  • The same as (a), except that the model should refer to Romania; the Romanian model will be implemented directly in GAMS/SOLVER.
  • Use the two CGE models to present a variety of policy analyses and simulations for Hungary and Romania, focusing on policy options related to the process of integrating these economies into the European economy. Implications of these simulations for EU member-states will also be explored.
  • To expand the use of input-output models, especially for Romania, with applications to energy modelling and the study of industrial competitiveness.
  • To extend and deepen model-building expertise in both Hungary and Romania
  • To make the analysis of transition policies fostering integration processes, and based on the use of input-output and CGE models, widely available to academic researchers and the policy making community, both in Hungary and Romania, in other Central and Eastern European countries, and in EU member-countries.
