Analysis of the evolution of the power generation sector in Belgium with the PRIMES-PS model, study for the Belgian Federal Planning Bureau
The study takes place in the framework of the elaboration of the “Electricity outlook study 2008-2017” by the Directorate General Energy of the Federal Ministry of Economy (DG Energy), in collaboration with the Federal Planning Bureau (FPB). The “Electricity outlook study” is an obligation under the Electricity law of June 1st, 2005 implementing the European Directives concerning common rules for the internal electricity market (Art. 3 § 1er – Belgian Official Journal of June 14, 2005, pp 27154-27164).
In accordance with the law, the “Electricity outlook study” must address the following issues:
- Medium/long term evolution of the electricity demand and needs in new power production capacities;
- Choice and diversification of primary energy sources;
- Power generation technologies according to their GHG emissions;
- Analysis of public service obligations;
- Evaluation of the security of electricity supply and recommendations.
The objective of the present study is to provide the quantitative background required to deal principally with the above first three issues. In this respect, the quantitative analysis will serve as an input for the elaboration of the “Electricity outlook study”. In more concrete terms, the study aims at elaborating and describing different scenarios of the evolution of the Belgian power generation system in a European perspective.
