PRIMES modelling for the Impact Assessment of the Commission’s 2014 assessment according to Articles 24 (7) and 3(2), (3) of Directive 2012/27/EU on energy efficiency, for European Commission, DG ENER


The general objective of the contract is to help the European Commission in its assessment according to Articles 24 (7) and 3 (2), (3) of the EED of progress towards the 2020 energy efficiency target.

Specifically:

  • To assess if the European Union (EU) is on track to reach the 2020 energy efficiency target and to assess its economic, social and environmental impact, through modelling of Member States' progress .
  • To model different scenarios that achieve energy consumption of no more than 1483 Mtoe of primary energy and more than 1086 Mtoe of final energy in 2020;
  • To model the (cost)-optimal level of savings for 2020, 2030 and 2050 and according policy measures.
