The main role of GEM-E3 in "Climate Technology Strategy within Competitive Energy Markets" project was to evaluate the macro-economic implications of emission reduction for the EU and the role of alternative policy instruments and accompanying policies that attempt to invoke environmental benefits without hindering economic growth in the EU. The application presented here concerned a detailed examination of the impact of introducing pollution permits on CO2 and SO2 in the EU.
