P. Capros (1998) "Note on the Costs for the EU of meeting the Kyoto Target (-8%)"

In December 1997, at the Kyoto Conference on climate change, the European Union agreed to decrease the CO2 emissions in 2010 by 8% compared to the level of emissions in 1990.

The present note attempts a preliminary analysis of the costs for the EU arising from the adaptation of the energy and economic system needed to comply with the Kyoto target. The analysis is based on model runs of the following models.

  • MIDAS energy system model version 5.2, covering 14 EU member states;
  • GEM-E3 general equilibrium macro-economic model, version 2.23, covering 14 EU member states; and
  • PRIMES energy system model, version 1, covering 8 EU member states.
