Economic Assessment of Priorities for a European Environment Policy Plan, for European Commission, DG Environment

The primary aim of the study was to provide, from a welfare-economic perspective, information to set priorities for the implementation of the 6th Environmental Action Programme by:

  • establishing indicators for prioritising different policy targets and policy options based on criteria of economic efficiency, cost-effectiveness, environmental effectiveness, distributional fairness and sustainable development;
  • establishing criteria to determine which policy options are best effected at EU level and which are best effected at Member State level.

E3M-Lab carried out scenario construction and cost-benefit analysis of environmental actions by using the general equilibrium model GEM-E3 and energy system model PRIMES.

A consortium with economic and environmental expertise was created and it was lead by the National Institute of Public Health and the Environment (RIVM).

The core team of this consortium included the following institutes:

  • National Institute of Public Health and the Environment, (RIVM)
  • Institute of Communication and Computer Systems (E3MLab/ICCS)
  • Economics for The Environment Consultancy Ltd, (EFTEC)
  • International Institute for Applied Systems Analysis, (IIASA)

Contributions were receive from individuals and a critical review of results was performed though the study by the Peer Review Group. Finally, the team worked closely together with the European Environment Agency in order to exchange data and scenario results.
