CAFÉ: Development of the baseline and policy scenarios and integrated assessment modeling framework for the Clean Air, for European Commission, DG Environment
In its call for tenders ENV.C1/SER/2002/0031, the European Commission was asking for assistance in technical integrated assessment activities for its Clean Air For Europe (CAFE) programme. This included the development of the baseline scenario for CAFE, interaction with stakeholders about the baseline scenario, and applying an integrated assessment model for a series of policy scenario runs to inform the development of the thematic strategy on air pollution. In the policy discussions envisaged in the CAFE programme, the baseline scenario has been vital for understanding how the air quality in Europe is likely to evolve between now and 2020 on the basis of current policies and measures.
